The following communication was sent to all applicants and licensees
The Department of Cannabis Regulation (DCR) renewal cycle for 2025 opened on Monday, September 2, 2024. The renewal cycle closes on Friday, November 1, 2024. All License and Application Records must be renewed, including Temporary Approvals and Application records with a status of Local Compliance Underway. Your 2024 records will expire after 11:59 p.m. on December 31, 2024. All persons who have allowed their Temporary Approval(s) to expire and who continue to engage in Commercial Cannabis Activity are subject to an enforcement action and/or criminal penalties for unlicensed Commercial Cannabis Activity. (Los Angeles Municipal (“LAMC”) section 104.15.)

The renewal process contains two steps:
- Submit a renewal application and documents to the DCR Licensing Portal. You must submit a renewal application including these updated application documents:
- Legal Business Entity Record Disclosure Form (LIC-4008-FORM);
- Indemnification Agreement (LIC-4005-FORM);
- Successor In Interest Form (LIC-4018-FORM), if one has not been submitted or if there is an update
- A current Business Premises Diagram that complies with the requirements in LIC-4024-FORM, and;
- Evidence of site control for calendar year 2025, such as an executed lease or property deed.
- Submit payment of renewal fees. A renewal invoice will be generated by DCR once a Licensee submits their 2025 renewal application(s) through the DCR Licensing Portal. Payments may be made in-person to the Office of Finance with cash, check, money order, and/or credit card, or by mail. Requests for in-person payment appointments must be made by email to finance.csd.appt@lacity.org. You must schedule and confirm a payment appointment with the Office of Finance by November 1, 2024. Payments may be timely if you schedule and confirm a payment appointment by November 1 even if the appointment occurs after November 1. (LAMC section 104.03(e).) Mailed payments must be postmarked on or before November 1, 2024. Records with Annual License must pay a renewal fee of $8,486; records with Temporary Approval must pay a renewal fee of $4,233; and all other renewals must pay $1,829.
A renewal application must be submitted and required renewal fees paid before November 1. Late renewal applications and/or late renewal payments may be submitted after November 1, but will be subject to Expedited Services Fees (Time and a Half Rate). Submission of a renewal application and/or payment of the renewal fees does not guarantee renewal.
