Beginning Tuesday, August 15, 2023, the Department of Cannabis Regulation (DCR) will accept Pre-Application Record requests for the Retail Storefront commercial cannabis activity in unduly concentrated Community Plan Areas (CPAs). The Pre-Application Record filing window will remain open until 11:59 PM, August 29, 2023. 

Pre-Application Records that are (1) timely filed, (2) meet zoning requirements, (3) meet Sensitive Use distancing requirements, (4) and are eligible for further processing may seek a Public Convenience or Necessity (PCN) finding from the City Council. In preparation, DCR will host an Intro to PCN webinar at 1:30 PM on Tuesday, August 15. The Intro to PCN webinar will include a questions and answers session at the end of the presentation.

Please note that before submitting a Pre-Application Record, prospective Applicants must obtain a Business Tax Registration Certificate (BTRC) number from the Office of Finance (Finance) and submit a Legal Business Entity Record through the DCR Licensing Portal. DCR recommends that prospective Applicants acquire a BTRC and LBER prior to the August 15, 2023 opening of the Pre-Application Record/PCN filing process.
