Tomorrow, Tuesday, October 20, 2020 at 2:00 p.m., the Department of Cannabis Regulation (DCR) will begin accepting applications for delivery, distribution, non-volatile manufacturing, and testing lab license types. Application processing for these license types will remain open until further notice.
On October 5, 2020, DCR provided notice to the public regarding this application period pursuant to Los Angeles Municipal Code (LAMC) Sections 104.06.1(e)(2) and 104.06.1(f)(2).
Unlike Storefront Retail and Cultivation licenses types, the City of Los Angeles has not placed a limit on the number of delivery, distribution, non-volatile manufacturing, and testing lab licenses that may be issued citywide.
Please note that initially, delivery application processing will be available only to previously verified Social Equity Applicants. Information regarding how to be verified as a Social Equity Individual Applicant under the expanded eligibility verification criteria, pursuant to LAMC Section 104.20(b), will be provided at a later date this calendar year.
Please note that access to DCR’s Licensing Portal will be temporarily disabled on Monday, October 19, 2020 beginning at 12:00 p.m. through Tuesday, October 20, 2020 at 12:00 p.m. for internal maintenance in preparation for new application processing. During this time, existing users will be unable to log-in and new accounts cannot be created. In addition, any partially-completed 2021 annual renewal applications will be cleared from the system at this time. This will require any Applicants who were in the process of completing a 2021 Temporary Approval renewal application to restart the renewal application process.
All applicants for the license types available on and after October 20, 2020 are required to complete the Pre-Application Review process. After being deemed eligible for further processing, applicants will be required to complete the Temporary Approval process in order to receive temporary authorization to engage in commercial cannabis activity.

All Applicants will be issued invoices for the Pre-Application Review and Temporary Approval fees in accordance with LAMC Section 104.19(a).
