September promises to be a busy time for the Department of Cannabis Regulation and its constituents as it ushers in the 2025 License Renewal period starting on September 2, 2024. All cannabis applications and licenses must be renewed with the required documents and fees paid by November 1, 2024. DCR hosted a special edition of the Q&A Virtual Lunch with Assistant Executive Director Jason Killeen to go over this year’s renewal process on August 28, 2024. 2025 License Renewal
All cannabis business licenses issued by the City of Los Angeles must be renewed annually. DCR’s 2025 License Renewal period opens on September 2, 2024, and ends on November 1, 2024. On August 28, 2024, DCR hosted a special edition monthly Q&A Virtual Lunch webinar with more details on this year's renewal process. Click here to listen.
Renewal Requirements
- Legal Business Entity Record Disclosure Form (LIC-4008-FORM);
- Indemnification Agreement (LIC-4005-FORM);
- Successor In Interest Form (LIC-4018-FORM), if one has not been submitted or if there is an update;
- A current Business Premises Diagram;
- Evidence of site control for calendar year 2025, such as an executed lease or property deed; and
- Payment of renewal fees.
DCR will send a renewal notice and reminders with detailed instructions on renewal requirements and how to renew.
Renewal Timelines
Late renewal applications and fees may be accepted through February 28, 2025, but additional fees will apply.
The renewal period timelines are:
- Regular renewal period: September 2 to November 1, 2024
- Late renewal period with late penalty: November 2 to December 31, 2024
- 2nd Late renewal period with increased late penalty: January 1 to February 28, 2025

Financial Incentives for Energy Savings
The Los Angeles Department of Water and Power’s (LADWP) Business Offerings for Sustainable Solutions (BOSS) program offers financial incentives for energy savings achieved through the installation of energy efficient equipment, including horticultural lighting. The energy savings and incentives for horticultural lighting are based on the crop type, growth stage, lighting efficiency, hours of operation, and other factors.
