 DCR opened the 60-day SEIA Eligibility Verification request submission period on May 26, 2022. On July 25, 2022 at 4:00 P.M. Pacific Time (PT), access to the eligibility verification request form was disabled and the eligibility verification request submission window was closed.  Incomplete and/or deficient submissions may not be corrected, supplemented or otherwise modified after July 25, 2022 at 4:00 P.M. Eligibility Verification Updates

DCR is pleased to report that it received approximately 1,275 Social Equity Individual Applicant (“SEIA”) eligibility verification requests.* Under Los Angeles Municipal Code (“LAMC”) section 104.06.1(c), DCR has until at least October 23, 2022, to review all submitted requests. *This total number may include some duplicate submissions or test records.

Please see the spreadsheet linked below for the most up-to-date results of the 2022 SEIA verification process. This is a living document that is updated from time to time as DCR makes eligibility determinations. Applicants can determine their status with the verified individual's first initial, full last name, and the last two digits of their individual user account on the DCR Licensing Portal (ACA).

Status of 2022 SEIA Eligibility Verification Requests

​​DCR is sending out notifications regarding 2022 SEIA eligibility verification requests status between October 3, 2022 until October 23, 2022. Notifications will be sent out via email to the email address provided by the Applicant. Once an individual has been notified, their status will also be included when the spreadsheet is next updated. DCR is also updating individual user profiles on the DCR Licensing Portal (Accela) to include 2022 SEIA eligibility verification requests status on a rolling basis. On or before October 23, 2022, DCR will make the final updates to the spreadsheet showing the status of 2022 SEIA Eligibility verification requests as well as the final updates to DCR Licensing Portal statuses.

PLEASE NOTE: DCR has already received numerous “bounce back” emails notifying the Department that the email addresses provided by requesterss in their DCR Licensing Portal (Accela) profile are invalid and/or they are not receiving emails. If you have not received an email, please review the spreadsheet above and your DCR Licensing Portal user profile to review 2022 SEIA eligibility verification requests status between October 3, 2022 until October 23, 2022.

Common Reasons Requesters Were Not Verified

The following list includes many common reasons requesters were not verified. This list is not exhaustive, and intends to address some frequently asked questions and assist those interested in future verification opportunities.

  • Inadequate, missing, or incomplete documentation to evidence a California cannabis arrest or conviction because:
    • arrest or conviction did not occur prior to November 8, 2016; or
    • arrest or conviction occurred outside of California; or
    • arrests or convictions related to Proposition D. Arrests or convictions for violations of Proposition D are not qualifying arrests or convictions under Los Angeles Municipal Code section 104.20(b)(1)(3).
  • Inadequate, missing, or incomplete documentation to evidence eligible Low Income status because:
    • incomplete tax returns, i.e. not all relevant tax schedules were included; or
    • tax returns for tax years 2020 or 2021 were not included; or
    • reported income exceeded maximum income limits.  All gross income should have been included in total income, including unemployment compensation, business income, capital gains, etc.; or
    • an asset attestation was not submitted.
  • Inadequate, missing, or incomplete documentation to evidence residency in a Disproportionately Impacted Area becaause:
    • records show less than 10 years’ cumulative residency. Documentation is required to show residency in a Disproportionately Impacted Area for each year; or
    • the address(es) submitted is not located within a reporting district identified as a Disproportionately Impacted Area.
