DCR is extending the deadline to pay Annual License Application fees to align with the end of the late renewal period on Friday, February 28, 2025. This extension serves as a FINAL opportunity for Applicants/Licensees to pay outstanding DCR fees on Annual License Applications and/or 2025 renewal records.
The license renewal fee(s) and Annual License Application fee(s) are two distinct fees with separate purposes. (Los Angeles Municipal Code (LAMC) §§ 104.19(a) [Annual License Application fee], 104.19(b) [renewal fee].) All licensees must pay both sets of fees to continue lawful operations.
- If you fail to pay the Annual License Application fee, both your Annual License Application and your renewal record, if applicable, will be abandoned. You will not be eligible to refile because your Annual License record was not deemed filed under LAMC Section 104.06(a) due to the failure to pay the Annual License Application fee. (LAMC § 104.03(h).)
- If you pay the Annual License Application fee but do not pay the corresponding 2025 renewal fee, including any late penalties, before February 28, your record will expire; however, you may have the right to refile the record within 3 years. (LAMC § 104.03(h).) You shall not conduct commercial cannabis activity with an expired license.
Please follow the instructions below to obtain new invoices and pay your outstanding fees. All outstanding Annual License application fees AND renewal fees (including late penalties) must be paid by February 28, 2025.
How to Get Your Invoice(s)
- Annual License Application Invoice
- Contact your assigned DCR Analyst and request a new Annual License fee invoice.
- Your assigned DCR Analyst will generate an updated invoice with a due date of February 28, 2025.
- Renewal Invoice
- If you submitted your renewal application on or before 12/31/2024 but did not timely pay:
- Contact your assigned DCR Analyst and request a new renewal fee invoice.
- Your assigned DCR Analyst will generate an updated invoice with a due date of February 28, 2025 that includes the Expedited Services (Double Time Rate) pursuant to LAMC 104.19(h).
- If you submitted your renewal application on or after 1/1/2025:
- You should already have a renewal invoice with a due date of February 28, 2025 that includes the Expedited Services (Double Time Rate) pursuant to LAMC 104.19(h).
- If you do not have the updated invoice, contact your assigned DCR Analyst and request a new renewal fee invoice.
- If you have not yet submitted a 2025 renewal application:
- Please submit your renewal application through the DCR Licensing Portal.
- Once your renewal application is submitted, you will receive a renewal fee invoice with a due date of February 28, 2025 that includes Expedited Services (Double Time Rate) pursuant to LAMC 104.19(h).
- If you submitted your renewal application on or before 12/31/2024 but did not timely pay:
Ways to Pay Your Annual License and Renewal Fees

- Request an appointment via email at finance.csd.appt@lacity.org.
- You must request a payment appointment with the Office of Finance by February 14, 2025. Payments will be considered timely if you confirm an appointment with the Office of Finance by February 28, 2025 even if the appointment occurs after February 28, 2025. [LAMC section 104.03(e)]
- Mail
- Payment must be postmarked on or before Friday, February 28, 2025.

- DCR encourages payments via check as not all DSC’s accept cash payments. Only the Metro (Downtown) location accepts cash.

To renew a record, the Applicant or Licensee shall be in good standing with the requirements of LAMC Section 104.00, et seq., and shall not be delinquent on any City tax, City fee, or fee payments previously deferred under Section 104.20(c)(4)(ii). (LAMC § 104.12(c).) Thus, fee payments required under LAMC Section 104.19 and payment of any outstanding City taxes are due before any record, Application, modification record or other request for service is considered filed and may be processed by DCR.
