BLC Spotlight

On October 10, the Social Equity Program held its second training summit, Pitch Perfect: Elevate Your Pitch Deck and Secure Funding. Subject matter expert, Jake Kuczeruk, shared insights, strategies, tips, and guidance on building a high level professional business pitch deck and gaining access to capital by securing investors. The training session concluded with a Q&A moderated by Jake and accompanied by two Social Equity Licensed equity small business owners who shared their experiences as owner/operators in the Los Angeles cannabis industry. Members of the DCR licensing team and the California Department of Tax and Fee Administration (CDTFA) provided one-on-one technical assistance to applicants and licensees. The Office of the City Clerk-Election Division provided voter registration, forms, pamphlets and information for the upcoming 2024 election.

Important Updates

Renewal Deadline

The Department of Cannabis Regulation (DCR) is deferring its license and application renewal deadline to Monday, December 2, 2024. All License and Application Records must be renewed, including Temporary Approvals and Application records with a status of Local Compliance Underway. Your 2024 records will expire after 11:59 p.m. on December 31, 2024. All persons who have allowed their Temporary Approval(s) to expire and who continue to engage in Commercial Cannabis Activity are subject to an enforcement action and/or criminal penalties for unlicensed Commercial Cannabis Activity. You can find out more about what is needed to renew a license here.

 

Fee Waivers

Social Equity Individual Applicants and Licensees with a Type 10 Retail Storefront License type will have the Annual License Application Fee waived through grant funding from the California Equity Grant for Local Jurisdictions. Social Equity Individual Applicants and Licensees still must pay license renewal fees by  Monday, December 2, 2024.

 

Please note, you must log in to Accela and submit your renewal application. After your renewal application is successfully submitted, an invoice will be generated. This process is not automatic.

Annual Licensing

To date, 231 retailers have received approval for Annual Licenses from the City of Los Angeles Cannabis Regulation Commission (CRC).

Community meetings are a requirement prior to scheduling a hearing in front of the Cannabis Regulation Commission, who is ultimately responsible for the approval or denial of an Annual License.

DCR continues to prioritize the review of all annual applications based on the following criteria: (1) upcoming State license expiration dates; (2) non-retail Social Equity businesses who do not have a state provisional license; (3) Social Equity retail businesses; and, (4) all other businesses.

Is Your DBA On File With DCR?

Do you have a DBA (Doing Business As)? Is it registered in Accela?

If not, you will also need to submit a Modification Request with DCR (via Accela) to add your DBA.

To complete this process, please complete and submit form LIC-4001-MOD and include the FBN filing stamped by the LA County Registrar Recorder/Clerk. Modification requests are free of charge.

Please file this ASAP as it needs to be completed before you receive a Notice of Completed Application pertaining to the annual licensing process. If you have any questions about the DBA process, reach out to your assigned DCR licensing staff member.
